Community Engagement Metrics and Evaluation Manager for Creative Forces

Kelly Feltault, PhD serves as the Community Engagement Metrics and Evaluation Manager for Creative Forces®: National Endowment for the Arts’ Military Healing Arts Network. She holds a PhD in Applied Anthropology and International Development from American University and a BFA in Painting and Printmaking from Virginia Commonwealth University. Kelly has over twenty years of experience as a Senior Evaluator for the Peace Corps, USAID, and Millennium Challenge Corporation and also served on the Obama White House Evaluation Working Group for the Gender-Based Violence Prevention Strategy. As a consultant, she has provided evaluation and field research to the NEA, state folklife programs, the World Bank, National Science Foundation, foundations, universities, and non-profits evaluating programs on food security, gender empowerment, cultural exchange, cultural conservation, English language learning, STEM equity, and social bias prevention. Kelly specializes in multi-sited evaluations, national and global evaluation systems, formative evaluation, evaluation design, logic models, evaluation capacity building, equity focused and culturally relevant evaluations, data visualization, qualitative research methods, and survey design. She is passionate about building the evaluation capacity of program professionals.
